Liz Wenzel Tullis herself brings a wealth of experience to the table. Having begun her career as an international consultant, she honed her strategic acumen by working closely with companies on business planning. She later spent 12 impactful years at Bank of America, contributing to the forecast and analysis of substantial technology investments.
Notably, Liz's recent endeavors include playing a pivotal role in crafting and executing a 10-year strategic plan for Texas Biomed, a significant non-profit research foundation in San Antonio.
She also collaborated with prominent institutions like Southwest Research Institute, UT Health San Antonio, and UTSA to establish the San Antonio Partnership for Precision Therapeutics (SAPPT). This initiative, fueled by her strategic leadership, seeks to propel precision therapeutics by harnessing the unique strengths of each institution and fostering the bioscience ecosystem in San Antonio.

Liz's dedication extends beyond the corporate realm. She is the founder of Conrad Smiles, a non-profit dedicated to enhancing treatment for anoxic brain injuries. Drawing from her personal experiences, she is actively engaged in a Special Needs Inclusion project, aiming to illustrate the significance of inclusion through her son Conrad's journey in the K-12 education system.

Liz's academic pursuits have also been impactful. Holding a B.S. in Accounting and a Masters of International Business, she imparts her knowledge as an adjunct professor at St. Edward University Graduate School of Management, teaching Quantitative Methods for Managers and Applied Statistics.

Liz Wenzel Tullis is not only a strategic powerhouse but also a committed advocate for positive change within her community. She serves on the boards of organizations like Alamo Angels and previously presided over Luminaria. Her contributions extend to the environmental front, where she chaired the Green Spaces Alliance's Community Garden program.

Project Abstracts
Strategic/Business Plan Development:

Worked with the leadership team of Alamo Trust Inc. (ATI) to develop a strategic plan for the implementation of the Master Alamo Plan. The ATI plan outlines 7 critical Strategic Focal Areas required to usher all elements of the Alamo plan into a sustainable operation by the opening of the showcase Visitors Center & Museum
targeted for 2027. The plan includes Major Strategic Action Items for each focal area. The ATI strategic plan is not a static document but a dynamic one that the
leadership team can use to reflect the progress made in each focal area over the next 3 to 5 years. Major Strategic Action Items will be reviewed and adjusted on a regular basis to reflect changes and additional details as the completion plan progresses.
Worked for the Presidents of Southwest Research Institute, Texas Biomedical Research Institute, The University of Texas at San Antonio and UT Health San Antonio to form the San Antonio Partnership for Precision Therapeutics (SAPPT). With the commitment of city and business leaders, and scientific and technical committees, she supported the launch and development of SAPPT to advance the science of Precision Therapeutics by leveraging each of the institution’s unique strengths and fostering the robust bioscience ecosystem in the San Antonio region. So far SAPPT has funded 9 research projects that unite scientists from all 4 Institutions. The Project Investment of ~$2MM has led to 12 follow up grant awards, mainly from the National Institute of Health (NIH) and over 10 published papers. Also led the development of a bioscience magazine that defines and explains the importance of Precision Therapeutics, highlights the resources of each Institution, and calls out the unique aspects of San Antonio’s bioscience ecosystem.
Co-led the development of a comprehensive 10-year strategic Plan for Texas Biomedical Research Institute. Process included over 100 Texas Biomed employees and resulted in six action plans: science & technology, organization structure, training & career development, facilities & infrastructure, culture, and business development.
Led the development of the strategic plan for the Rivard Report, a nonprofit news organization. The plan aligned priorities focused on strengthening the impact and expanding the reach of their journalism and civic engagement, while maintaining a fiscally stable organization.
Currently supporting business plan for deluxe loungewear and bedding wholesale company. Focus on analyzing total inventory and related costs to set prices, estimate revenue and determining finance requirements.
Supported the 1st research project to assess functional brain activity in children who survived a drowning accident through the organization she founded, Conrad Smiles. Conrad’s Smiles support engagement and recruiting families for participation, and publicizing findings to promote awareness of this understudied condition. The research results are published in NeuroImage. This study led to additional research studies. The findings of the 2nd study are pending publication in Pediatric Neurology.
Led the strategic planning process to progress Luminaria, San Antonio’s Contemporary Art Festival to promote financial stability and establish standards of success.
Strategic Investment Analysis and Prioritization:

Implemented process and reporting to prioritize requests for funding for over $300MM in annual strategic investment. Managed Executive sessions to review
investment progress and decision requests for new funding providing the first integrated governance for the investment portfolio.

Designed initiative supply/demand views and routines, which improved the estimation of the number and timing of resource ramp requirements.
Led team to standardize the measurement and reporting for productivity benefits
across the bank. Included definition of benefit types and valuation of benefits.
Implementation included design and deployment of web based tracking system and the design and delivery of web based training delivered to over 1000 Finance and Q&P associates. Standards enabled Finance partners to provide more consistent estimates of how productivity investments impacted the bottom line.
Designed margin analysis for pharmaceutical companies OTC (over the counter)
product lines to evaluate costs associated with brand plans with the expected
revenue lift. Analysis forged new relationships with marketing and finance that
increased top line growth with the least impact on cost.
Developed a comprehensive sales proposal system for 10 veterinary wholesale
accounts to match inventory with forecasted distributor sales. The proposals were
instrumental in achieving sales objectives.
Strategic Performance Management:

Led team in the development of system/process to track work eKorts associated
with supporting applications. Included training over 3000 employees. Data and
analysis improved transparency and enables managers to explain and validate
applications costs to the line of business partners using the applications.
Implemented processes to move to more rolling/iterative investment planning for
the technology investment portfolio. Process better aligned initiative decisioning to
the life cycle of the business case and enabled multi-year investment decisions.
Developed initiative forecasting guidelines. Included communication and training
delivered to over 1000 resource and change managers. Guidelines provided a
consistent view of the financial state of the initiative portfolio enabling better
funding decisions.
